Software, that is not portable, is often deeply entrenched in the system. For example, by almost all programs that are installed in a conventional way, entries to the registry will be made. Often, these entries will not be deleted when you uninstall the corresponding progran, so that the computer will be dumped more and more.
That is different with portable software. Portable software has the requirement to change nothing on the system and therefore, it can be easily started directly from any folder on your computer, because portalbe software is not addicted to other files on the computer. So it is also possible, for example, to save portable software (with all of your settings) on a memory stick to use it on any other computer. That is not possible with software, that has to be installed.
Incidentally, it may be that when you first launch a portable software program, an installation dialog appears. That is because, often, the portable programs require some files, for example for settings or data, which are then saved in the folder of the software. After that, you can freely move the "installed" folder and take it to another computer as long as you do not change the files from the folder.
