Windows: Stop computer shutdown - Show reminder instead

Is there a way to stop a computer from being switched off when shutdown is selected?
I am looking for something that will instead of shutting down the computer, show a backup reminder or open a backup programme of choice.

I don't know whether I understand you right. Do you really hook into or even overwrite the usual shutdown process of your computer? If doing so, there will be no way to shutdown your computer anymore because always only your reminder will be displayed.
However, if you want something to tun before startup, you can run gpedit.msc and go to "Computer Configuration > Windows Settings > Scripts > Startup or Shutdown > Properties > Add" for adding your desired program or script.
