How many World Cup Finals have been won on penalties?

When I am watching the penalty shoot-outs at the different football/soccer tournaments, it seems to me as if it is just a decision of change rather than skill.

Personally, I would find it very frustrating when I would become world champion in this way or even if I would be knocked out because of a simple and random penalty shoot-out.

Therefore, I would like to know how many World Cup Finals have ever been decided on penalties. Is it rather an exception or the rule?

It is rather the exception. In all world championships so far, there was only three times a penalty shootout in the final. The match for the third place was even never decided in a penalty shootout.

  • 1994 Brazil became world champion against Italy on penalties. After it was still 0-0 after the extra time, Brazil won the match with a score of 3-2 on penalties. That was the first time.
  • The second time was in 2006, World Cup in Germany. At that time, Italy won against France 5-3 on penalties after 1-1 in extra time.
  • For the third time it happened at the World Cup 2022 in Qatar. After a 3-3 in the final between Argentina and France after the extra time, the penalty shootout decided over the world champion: Argentina won this 4:2.
