Is Rosenmontag a public holiday in Germany?

Next week there is Rosenmontag (Rose Monday, Shrove Monday) again. Since I want to go to Cologne with some of my colleagues (by train) to celebrate the carnival, the question arises whether this day is a public holiday (nonbusiness day) in Germany, since this is the only way we could take advantage of the discounts for the train ride.

Specifically, it's about the fact that on public holidays I can take people with me on my ticket and I'm wondering whether that also applies to Rosenmontag.

In our town all the shops are closed on this day, but I'm not sure whether Rosenmontag is really a public holiday. Does anyone know more?

Many shops are indeed closed on Rosenmontag and also many companies are not working that day so that their employees can celebrate - BUT: Rosenmontag is not a public holiday!

Not in Cologne, not in Düsseldorf, not in North Rhine-Westphalia and not anywhere else in Germany.

Rosenmontag is just a normal working day everywhere and therefore you have to pay the normal fare on the train and you cannot take people with you on your ticket.

All of that regulations (shops closed, schools closed, workers given time off) are individual decisions of employers, companies and cities and have nothing to do with a general public holiday.
